Purpose-built flats take a smaller share of the Winchester district than of any Hampshire town on our list, so an order in SO22 or SO23 is almost invariably a whole house: one front door, one household, and nobody else with a say in what goes down. No lease, no communal stair, no neighbour's ceiling.
In Winchester the first flooring question is often legal rather than technical: the historic core is exceptionally large, and in a listed building or conservation area original boards cannot be lifted without consent. Detached houses outnumber semis and terraces, ownership is high, and the subfloor beneath is usually suspended timber.
Once the designation is settled and a new floor is allowed, Engineered Oak Wide Plank sits comfortably in the detached and semi-detached houses at Badger Farm and Oliver’s Battery, though suspended timber wants levelling first and clearance under the doors is worth checking.
Oak over suspended timber is the traditional answer in SO22 and SO23 houses, once you have established that no listing or conservation designation applies to the building.

It is a district of Hampshire. Ownership was 65.6% at the 2021 census and private renting 17.6%. Winchester is the one place on this list where the first flooring question is almost always a legal one rather than a technical one: the city has an exceptionally large historic core, and in a listed building or a conservation area original boards cannot be lifted without consent. Establish the designation before you plan the floor. Where consent is not an issue, the subfloor beneath is usually suspended timber and wants levelling.
