Two very different housing histories share this round. Inside a tenement flat the floor is timber joists shared with the household underneath, and the title deeds or factor agreement usually set an impact sound condition before any covering is chosen. What lies under the carpet is usually original boarding, sound enough but seldom flat, so levelling comes before choosing. The new towns invert that: concrete, screed, and heating in the later phases.
