Not every Epsom flat sits in a purpose-built block: a steady minority are conversions, a house divided or a shop turned into homes, and there the floor between one household and the next is timber joists rather than a concrete deck. That is a third specification for KT17 and KT19.
Epsom is not one housing market but two. Semi-detached houses form the largest group, yet flats, maisonettes and apartments take a sizeable share, so KT17, KT18 and KT19 hold both. In a purpose-built block the lease governs impact sound; in a semi from between the wars the ground floor is more often solid.

In the inter-war semis the ground floor is more often solid, so the check is the damp-proof membrane before anything else is decided.
At the 2021 census, 25.4% of households in Epsom and Ewell lived in a flat, maisonette or apartment and 74.6% in a house or bungalow — 13.2% of all households in a terraced house.
